The project was achieved during the year 2001 with total financing of the Timis County Council, based on a concept promoted by ADETIM and CCT management for providing information for citizens regarding the available public services, facilitating agreements with them, assuring transparency to the decision act of the county public administration for promoting the Timis county in the country and abroad.

The objective of this project financed by the County Council Timis and the Foundation for an Open Society, Timisoara branch, was putting into operation by C.C. Timis and the Foundation for an Open Society, Timisoara branch within ADETIM of a Professional Training and Refreshment of the public administration personnel.
